Sayres is seeking a Senior Subcontract Administrator located in Washington, DC.  

The Senior Subcontract Administrator will report to the Contracts Manager and perform the full range of contract administration functions to the point of signature.  In this role, they will be expected to take lead on Subcontract Administration efforts to include writing subcontract agreements, as well as, company administration subcontracting functions, and report as needed to the Contract Manager.  Efforts may include negotiation of delivery orders, orders against basic ordering agreements, and indefinite quantity contracts.  These contracts are generally for support services.


Functions of this position include, but are not necessarily limited to, the following:

  • Performs subcontract administration functions, handling a variety of actions and problems relating to assigned contracts. Maintains funds status by various management accounts to insure that over- obligation does not occur on orders. Reviews actual expenditures made by contractor, and prepares appropriate correspondence and recommendations to the Contracts Manager.
  • Coordinates contractor's requests for waivers or deviations from contract terms. Reviews, investigates, and recommends actions on overtime requests, allowability of costs, and other contractual problems.  Maintains records and registers on the status of various contract administration actions or requirements.
  • Advises contractor as to scope of work statements and other questions regarding the meaning of terms and conditions.
  • Negotiates with contractors for consideration when required.
  • Reviews requests from contractors to ensure compliance with contract requirements. Issues an unpriced order for the item or service to enable the contractor to begin work.
  • Issues and receives formal proposals prepared by the contractor and determines the extent of price or cost analysis and technical analysis required. Reviews elements of proposals using previous experience with similar items, contractor's actual expenditures, and established rates as guides.  Forwards proposals to technical specialists (price/ cost analysts or engineers) for in-depth review.  Establishes a fair and reasonable negotiation position based on a knowledge of the contractor's operations and the reports of the technical specialists.
  • Negotiates directly with the contractor regarding final settlement and prepares agreements for the Contracts Manager's signature. Prepares negotiation memoranda to explain rationale and methods used in arriving at the final settlement and prepares full documentation for cases requiring formal review.
  • Creates/review/issue subcontract modifications to Task Order/Subcontracts/BOAs for any changes required (i.e., incremental funding, POP extensions, etc.) during performance of contract. Review any modifications given to Sayres from prime contractor for compliance to contract and brief Contracts Manager on the status/impact of proposed modification.
  • Review and manage Collective Bargaining Agreement (CBA)/Service Contract Act (SCA) flow-downs and modifications that apply to Sayres Subcontractors.
  • Tracks and process Subcontract job closeouts.

 Qualification Requirements 

Knowledge of following required by the Position:

  • Policies and procedures to plan and carry out a full range of contract administration functions relating to large basic ordering agreements and contracts with cost-plus-fixed-fee, Cost- plus-incentive, Time and Material, firm fixed-price provisions, as well as with CBA, SCA, and exempt provisions.
  • Skill in the use of negotiation techniques to negotiate post award changes to contracts and orders on basic ordering agreements.
  • Business practices, technical requirements of items, and the contractor's operations sufficient to establish a reasonable negotiation position.
  • Knowledge of price and cost analysis sufficient to review proposals against previous history, actual expenditures, and established rates to determine a negotiation position, and to evaluate and use results of reviews performed by price/cost analysts.

The work involves a wide range of contract administration functions involving such complexities as:

  • Use of a variety of complex contracts, e. g., cost-plus-fixed- fee, cost-plus-incentive, Time-and Material, and firm fixed-price;
  • Use of a number of special provisions (ie FAR/DFAR);
  • Contractual periods on individual contracts extending up to five years.

Minimum Skill Sets of Qualified Candidates

  • Must have at least 10 to 15 years of related work experience in government contracting.
  • Bachelor's Degree in Business or Management. An additional 5 years of commensurate government contracting experience may be substituted for a Bachelor's Degree (to equate to 15-20 years' experience).
  • Candidate MUST have experience performing above described services on contracts containing Service Contract Act (SCA) and Collective Bargaining Agreement (CBA) provisions.
