Sayres is seeking a STRATEGIC BUSINESS FINANCIAL MANAGER (AEGIS Program) with Active Secret security clearance, (or) Interim Secret clearance and able to obtain Secret; located in Washington, DC.

The STRATEGIC BUSINESS FINANCIAL MANAGER position will support US Navy Combat System Development for Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare Systems (PEO IWS)1.0 directorate Ship Integration & Test for The Arleigh Burke class of guided missile destroyers (DDG 51), new construction shipbuilding program.  

The STRATEGIC BUSINESS FINANCIAL MANAGER will maintain large Excel and Access databases, respond to data calls, and provide financial management, project management and analysis services.

This position  will help the government develop budgets and disseminate information to performing organizations (government and contractor), analyze and report project expenditures, analyze and report schedule progress, identify and report program shortfalls and overages, identify potential risks and help develop financial mitigation strategies, and develop financial re-plans. Efforts will assist the planning, tracking and managing the installation and subsequent testing of combat systems on USN ships.

Tasks & Responsibilities and support in one or more of the following areas:

  • Assist with preparation of the SCN Ship Execution Review (SER).
  • Maintain IWS 1 Spend Plans adjudicated by Business Director.
  • Analyze IWS 1 Obligation & Expenditures- Make Recommendations to BFM PAPM.
  • Interface with Directors, PAPMS and APM's in the Development and adjudication of future Task Planning Sheets.
  • Assist Business Director with the development of IWS 1 Congressional Briefs.
  • Provide "Draft" responses to FMB Budget Marks and Congressional RFI's.
  • Assist IWS 1 Directors and BFM PAPM with POM Development.
  • Assist BFM PAPM with the development of 'Draft" Budget Exhibits.

 Qualifications & Clearance Requirements 

Minimum Requirements

  • Bachelor's Degree and six (6) years of related experience [OR] Master's Degree and four (4) years of relative experience. Additional experience may be substituted in lieu of a degree.
  • Proficient in EXCEL, MS Office software suite.
  • Knowledge of MS Access is a plus.
  • Knowledge of Department of Defense (DoD) Planning, Programming, Budgeting and Execution (PPBE).
  • Experience working within or with Department of the Navy financial organizations is a plus.
  • Knowledge / expertise with USN financial planning systems (such as ERP) is highly desirable.
  • Excellent communication skills (oral and written) are required with various levels of the Navy and Industry.
  • Ability to engage with Senior Leadership to develop SMB and Budget RFP's.
  • Self-starting and disciplined work ethic required characteristics for successful candidate.
  • Demonstrated ability to multi-task and provide responsive financial and strategic business support in a dynamic and complex organization/team environment.
  • Work is performed primarily 80M street location adjacent to the Washington Navy Yard (WNY) or On-Site at WNY PEO IWS Offices with ability to travel periodically in support of PEO IWS 1.0 staff.
  • Up to five (5) years of relevant experience.
  • Active Secret security clearance verifiable in JPAS (or) Interim Secret clearance; must be able to obtain Secret.
