Sayres is seeking a Director, Human Resources in Washington, DC.


The Director, Human Resources will be responsible for providing strategic and operational human resource guidance through the implementation of standard human resources best practices and procedures. This role will be responsible for leading, planning, and providing consultation to management on business strategy initiatives as well as guiding the HR team to effectively implement these initiatives. The Director will also have demonstrated characteristics that include but not limited to strong attention to detail, effective communication, exceptional customer service, and ability to juggle competing priorities.

Additional responsibilities include:

  • Lead, coach, mentor, and advise the HR team that operates in two locations (DC and CA).
  • Consult with senior management on policies, procedures, and best practices to ensure strategic alignment with business strategy.
  • Develop and manage key culture initiatives to influence change across the organization in areas such as leadership development, talent and performance management, workforce and succession planning, talent acquisition, compensation and incentive strategies, employee and career development, rewards and recognition programs, and coaching.
  • Develop, implement, and maintain the policies and procedures to ensure compliance with all applicable federal and state laws.
  • Maintain knowledge of industry trends to ensure the company is consistently competitive in hiring and benefit practices.
  • Direct the recruitment and selection process to ensure the company maintains competitive hiring practices.
  • Lead competitive market research and job analysis to establish pay practices, communicate those findings, and make recommendations on appropriate compensation programs.
  • Implement long-range compensation and benefit goals and strategies consistent with business direction.
  • Work in conjunction with benefit brokers to obtain cost-effective employee serving benefits, and recommend changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
  • Lead and direct the administration of benefits to include 401(k) and 5500 filings, enroll and terminate employees in the company's HRIS system, and assist employees with benefit claims and questions as needed.
  • Develop, manage, and monitor the effectiveness of the training and development initiatives in areas of leadership, talent and performance management, recruitment best practices, and regulatory compliance.
  • Determine, recommend, and manage employee relations practice necessary to establish a positive employee-employer relationship and promote a high level of employee morale and motivation.
  • Conduct timely investigations when employee complaints or concerns are brought forth.
  • Monitor and advise management team on the outlined progressive discipline process.
  • Protect the interests of employees and the company in accordance with the company's Human Resources polices and governmental laws and regulations.
  • Ensure timely compliance reporting to include EEO-1, Vets 4212, Affordable Care Act (ACA), and any additional reporting such as EEO/Affirmative Action Plans, OSHA, FLSA, wage and hour, ADAA, and HIPPA.
  • Direct, prepare, and maintain reports as necessary for management.
  • Maintain company labor classification and salary structure and make recommendations for changes when needed.
  • Serve in the capacity as the EEO/Affirmative Action Compliance Officer and primary point of contact with employment law attorneys and outside governmental agencies.
  • Develop an annual budget that includes Human Resources services, HR-related software, and administration, and manages expenses within established guidelines.
  • Oversee the maintenance of the HRIS platform (UKG Workforce Ready), serving as the Security Master for access to the platform.

Qualifications & Requirements 

Education, Work Experience, and Skills (Core Competencies) Requirements:

  • Bachelor's degree in Human Resources, Business, Industrial/Organizational Psychology, or other related discipline.
  • Minimum of 10 years of progressive management experience in HR.
  • Experience working in a Government professional services organization.
  • HR certifications such as PHR, SHRM-CP, SPHR, or SHRM-SCP certifications required. 
  • Ability to lead a geographically diverse team of human resources professionals, guiding them on implementing the overall HR initiatives and strategies.
  • Technologically savvy; strong ability to streamline processes and improve efficiencies.
  • Demonstrated track record in developing and implementing strategic business and HR objectives within a complex, multi-business organization.
  • Broad experience in the areas of employment law, compensation, organizational development and planning, employee relations, safety, and training and development.
  • Demonstrated ability to maintain confidentiality.
  • Strong analytical skills with the ability to analyze data sets to determine trends, establish strategies, and make decisions.
  • Knowledge of appropriate federal and state employment laws.
  • Outstanding interpersonal and communication skills with the ability to effectively communicate across diverse audiences and influence cross functionally.
  • Ability to multi-task as well as be strategic, creative, and innovative in a dynamic, fast paced matrix team environment.
  • Proven ability to complete goals/projects on time, delivering high quality results.
  • Excellent computer skills in a MS Office environment (Word, Excel, PowerPoint).


  • Master's degree in Human Resources, Business, Industrial/Organizational Psychology, or other related discipline.
  • PHR-CA or SPHR-CA certification.
