Sayres is seeking an experienced Military Analyst with a current SECRET clearance, verifiable in JPAS in Washington, DC.


The Military analyst position duties include:

  • Provide support to SEA 21 DDG-51 Readiness Manager to plan, develop, and execute budgetary, financial, logistics for Sustainment budget, monitor equipment spares and repair parts.
  • Monitor acquisition strategies by interpreting and translating technical requirements into programmed budget allocations in support of attaining ship-class expected service life (ESL) objectives, current and future.
  • Manage the financial task planning sheets and coordinate technical instructions for direct cites efforts. Assuring that all contracts action was obligated within timeframe allotted.
  • Assist in the development and implementation of short and long-term plans to meet goals, assign work, and monitor progress of PC work products.
  • Provide expertise to and support the Life Cycle Management Group (LCMG), Class Management Team (CMT), System Health Assessments (SHA), Fleet Sustainment Reviews and other DDG-51 Readiness working groups as required.
  • Coordinate across several disciplines: Business Financial Management, Contracting/Procurement, System Engineering, and Logistics to obtain necessary documentation for program readiness.
  • Maintain detailed records for analysis and recommendations; develop charts, tracking tools, and multiple spreadsheets for all in-service DDG-51 Class Ships.
  • Integrate and coordinate work efforts with related acquisition and life cycle management activities to promote efforts that improve Fleet Readiness.
  • Assist in developing and implementing of short and long-term plans to meet goals, assign work, and monitor progress of work products.

Familiarization with:

  • System Health Assessment (SHA).
    • Reviewing HM&E and Combat Systems Areas of Concerns (AoC) that are developed by the ISEA (NSWC Philadelphia) with the Readiness Manager. Ranking each AoC by level of importance to bring forward to the LCMG and CMT to get resolved.
  • Life Cycle Management Group (LCMG).
    • Annual stakeholder conference to present the SHAs and the recommended action items. Further, the Readiness Manager, SDM, TWH, and other fleet stakeholders finalize ranking/priority of systems that need to be fixed/addressed within the CMT.
    • Readiness Managers address Ship Design Managers, Technical Warrant Holders, ISEA, and senior leadership on issues reflecting their ship class and how the fix actions will be funded.
  • Class Management Team (CMT).
    • Bi-Monthly or Monthly meetings with relevant stakeholders to resolve issues that were addressed in the SHA/LCMG process. Identifying fix-actions, departure from specs, funding and planning to resolve shipboard issues.
  • Knowledge of Funding.
    • Utilizing NEPS (NAVSEA Enterprise Planning System) for planned funding.
      • Viewing/Creating/Validating Technical Planning Sheets (TPS).
    • Utilizing ERP (Enterprise Resource Planning).
      • Viewing/Tracking Obligations and Expenditures.
    • Understanding of Navy Funding.
      • Focusing on O&MN and Project Orders (PX) documents.
    • Ad-hoc Readiness Tasking.
      • Working with various ISEA on resolutions or dialogues concerning Ship Readiness, i.e. NSWCs Philadelphia, Corona, Carderock, NAVAIR, NAVSEA, NAVIFOR.
      • Understanding of internal work operations (chain of command) between PMS 443 Readiness and PMS 407 Modernization in regard to funding, logistics, engineering.
    • Knowing how to Navigate various Databases.
      • Navy Data Environment (NDE)
        • Afloat Master Planning System (AMPS).
        • Entitled Process (EP).
        • Integrated Logistics Support (ILS).
      • NSWC Corona Material Readiness Assessment (MRA) Business Intelligence.
      • Naval Sea Logistics Center (NSLC) eDFS.

Qualifications & Clearance Requirements

Minimum Skill Sets of Qualified Candidates

  • High school degree, or a GED, and ten (10) years of relevant experience, OR a bachelor's degree in a relevant field and five (5) years of relevant experience, OR a master's degree in a relevant field.
  • Microsoft office skills and strong proficiency in Excel.
  • Active Secret Clearance verifiable in JPAS.

Preferred Skill Sets of Qualified Candidates

  • College Degree and/or experience in Math, Statistics, Metrics, or OPS Analysis.
  • Previous DDG -51 experience in maintenance readiness for combat systems.
  • Preferred experience as a retired CPO, LDO, JO SWO with EOOW and Shipboard technical background.
  • Understanding of shipboard modernization processes (i.e., CMAVs, SRAs, RCCs, specifications, etc.).
