The Senior Acquisition Analyst Subject Matter Expert (SME) will support a Shipbuilding program office and be responsible for the following:

  • Provide acquisition subject matter expertise to the Program Manager (PM), Deputy Program Manager (DPM), or Principal Acquisition Program Manager (PAPM) as requested.
  • Provide expert knowledge to support DoD acquisition and business management.
  • Provide expert knowledge of DoD 5000, Operation of the Defense Acquisition System, and the associated statutory and regulatory requirements of ACAT I programs.
  • Provide expertise in analyzing, assessing, and developing inputs to DoD Acquisition documents, White Papers, and briefing material being prepared for Defense Acquisition Boards (DAB), Major Decision Reviews, and Gate Reviews.
  • Provide expert knowledge of Acquisition Strategies, Defense Acquisition Executive Summaries, Acquisition Program Baselines, Selected Acquisition Reports, and other acquisition reporting requirements.
  • Demonstrate knowledge of RFP development, proposal reviews, and Award Fee / Incentive Fee evaluations.
  • Apply expertise in analyzing program cost, schedule, and technical data to develop draft inputs to reporting.
  • Conduct program performance analysis and develop metrics based on current and future baselines.
  • Apply fact-finding and investigative techniques.
  • Provide executive level liaison with senior Navy and DoD personnel.
  • Provide oral and written communications and develop presentations and reports.

Qualifications & Clearance Requirements

Education, Work Experience, Skills and Clearance Requirements:

  • High school diploma or equivalent.
  • Minimum of 15 years' relevant experience.
  • Effective communication skills, both verbal and written.
  • Active SECRET security clearance verifiable in JPAS.


  • Minimum of 20 years' professional experience supporting an ACAT I shipbuilding program with a demonstrated proficiency and knowledge of the complex requirements, Milestone documentation, and technical analyses.
