The Earned Value Management (EVM) Analyst (Mid-Level) will support a Shipbuilding program and be responsible for the following:

  • Provide EVM, contract, IMS, and Shipbuilder CDRL analysis support.
  • Participate in Integrated Baseline Reviews (IBR) as requested.
  • Apply knowledge of EVM and shipbuilder EV systems and production processes to execute reviews, independently performing analysis and monitoring of EV performance data and concisely briefing senior staff.
  • Apply knowledge of the EVM Industry Standard from the OSD / DoD EVM guidelines, such as the ANSI / EIA 748-A and metrics identified by the DAU Gold Card.
  • Apply knowledge of EVM software, such as wInsight, COBRA, and MS Project.
  • Prepare reports on IMS Schedule Risk Assessments. Highlight critical or in-jeopardy items. Provide technical inputs relating to IMS performance requirements. Provide analyses and metrics relating to schedule change impacts to show out-of-sequence work.
  • Perform analysis and review of CPR, CFSR, IMS, and CSDRs and other contractor submitted reports. Perform, plan, conduct, and document EVM System reviews and assist in the resolution of cited issues and deficiencies.
  • Provide support to project office during significant baseline review events (e.g., IBR, Program Reviews, OTB, and OTS). Assist in EVM systems implementation, including system description, implementation procedures, IBR, system validation and training.
  • Assess risk and provide recommendations associated with contractor cost and schedule baselines, spend plans, EACs, physical progress, design progress, material procurement, schedule and cost realism, variance analysis, EVMS health and quality, IMS and Critical Path Analysis, shipbuilder's process and progress measurement, quality assurance, testing, validity and value of EV data, trade level resources, forward pricing rates, and other assessments as required.
  • Assess and track shipbuilder reported corrective actions and analyze effectiveness.
  • Analyze shipbuilder price to Government, including an affordability assessment, based on PM, SUPSHIP(s), and Independent and Contractor EACs.
  • Assess and report on contractor annual and quarterly filings with the SEC.

Qualifications & Clearance Requirements

Education, Work Experience, Skills and Clearance Requirements:

  • High school diploma or equivalent.
  • Minimum of five (5) years of relevant experience.
  • Practical application of EVM software, such as wInsight, COBRA and MS Project.
  • Active Secret security clearance verifiable in JPAS.


  • Bachelor's degree.
