Responsibilities

 The Military Analyst will support NAVSEA in and around the Washington Navy Yard and be responsible for the following:

  • Serve as the Military Readiness Analyst and the Primary Safety Support point of contact (POC) in support of multiple surface ship platforms and their associated weapons systems.
  • Produce high quality deliverables in a fast paced and highly visible environment.
  • Analyze fleet availability metrics and provide trusted recommendations to program leadership in support of decision making processes.
  • Effectively analyze, communicate, and present complex program metrics to all levels of program management.
  • Maintain associated databases to ensure senior leadership remains informed of current program status.
  • As a Readiness Support Manager, specific duties include: 
    • Prioritize incoming information for multiple working groups to include Class Management Teams (CMT), Life Cycle Management Group (LCMG), and Lube Oil Quality Management (LOQM) working groups.  Maintain detailed records for all in-service Guided Missile Destroyers (DDG).
    • Develop charts, tracking tools, and multiple spreadsheets for DDG class management with efforts resulting in efficient reporting techniques to support program decision-making processes.
    • Configure advanced quantitative and qualitative analysis for personnel tracking.
  • As a Safety Support POC, specific duties include:
    • Analyze Safety Investigation Board decisions and provide trusted recommendations to government leadership.
    • Participate in Failure Review Boards, and determine validity and realism of potential reconciliation.
    • Participate in Command Investigations as required.
    • Develop Hazard Safety Database to track and deliver Hazard Assessment Reports to senior program leadership.

Qualifications & Clearance Requirements

Education, Work Experience, Skills and Clearance Requirements:

  • High school diploma or equivalent.
  • Familiarity and experience with surface combatant operational capabilities, understanding of Hull, Mechanical, and Electrical (HM&E) systems, and shipboard maintenance and repair requirements.
  • Shipboard experience in a technical rating.  HM&E experience preferred.  (Position is ideal for a transitioning naval engineer or technical rating with strong MS Suite (PowerPoint, Excel) skills.
  • Familiar with the following:
    • Shipboard programs such as Planned Maintenance System (PMS), Current Ship Maintenance Projects (CSMP), and Feedback Reports (FBRs).
    • Sequencing programs such as EOSS/CSOSS.
    • Fleet Administrative requirements such as Naval Ship Technical Manual (NSTM) and maintenance updates.
  • Ability to support limited travel.
  • Strong organizational skills such as Data Organization and Records Management.
  • Strong communication skills.  Capable briefer.
  • Ability to coordinate, facilitate, and participate in associated meetings and conferences involving a wide variety of stakeholders.
  • Strong safety background to include JAG/Command safety investigations.
  • Active SECRET security clearance verifiable in JPAS prior to start date.

Highly Desired:

  • Technical degree.
  • Ability to draft Naval Messages.
