Commander, Naval Surface Forces Pacific Safety Office is responsible for tracking and reviewing of SURFPAC mishaps and provide endorsements to Navy Safety Center. Create, implement, and measure effectiveness of safety initiatives aimed at reducing shipboard mishaps. Provide waterfront engagement for all safety initiatives. Recommend safe work practices for SURFPAC commands. The Senior Technical Research Analyst will support CNSP's development of processes to identify weaknesses in team decision making, utilizing Submarine Forces in-place processes as a potential framework, combined with current Human Factor and Human System Integration research. Responses will support CNSP's findings to Navy and Congressional tasks from recent ship related incidents.


The Senior Technical Research Analyst will be responsible for the following:

  • Provide and conduct research studies and analyses to understand the decision making of leaders and watchstanders in normal and stressful surface ship team environments.
  • Develop a system for quantifying and grading observable, human-based criteria, providing a system that indicates individual and team success, tracks and improve operational functionality, and demonstrates indicators of organizational and/or focus drift by surface ship watch teams, in operational settings regardless of mission area. Develop within this system the ability to apply these fundamentals across all operational and warfare aspects, from the planning phase through execution and to the debrief phase.
  • Provide senior subject matter expertise in the development of risk score comparisons that enable the comparisons within and between surface ships.   System will include the ability to assess organizational drift, assessing human factors from results of Inspections, Certifications, and Assist Visits (ICAV), and across the OFRP.

Qualifications & Clearance Requirements

Education, Work Experience, Skills and Clearance Requirements:

  • PhD in an HSI related field (Human Systems Engineering/Human Factors Engineering) with an emphasis in decision making.
  • Six (6) years of experience studying emerging trends in the information technology field, products and solutions.
  • Ability to conduct workshops, control meetings that identify and prioritize process improvement opportunities, as well as educate operational staffs.
  • Experience in the analysis of individual, sub-team, team and/or unit level performance data.
  • Working knowledge of Microsoft Office Suite of Program tools.
  • Able to attain, or be in possession of, a Secret clearance.
