The following position description is only meant to be a representative summary of the major responsibilities and accountabilities performed by the incumbents of this position.  The incumbents may be requested to perform position-related tasks other than those stated in this description.



The Industrial Base Engineer will support the DDG 51 Shipbuilding program and be responsible for the following:        

  • Identify shipbuilder resource risks.
  • Analyze and report on future shipbuilder resource requirements at the shipbuilder's trade level.
  • Analyze shipbuilder forward pricing rates.
  • Identify cost risk and program impacts associated with forward pricing rates.
  • Provide cost analysis and cost estimating engineering services and program support to Navy shipbuilding programs.
  • Apply knowledge of shipbuilder production processes, shipyard resources, and reporting methods to perform cost engineering and cost estimating functions.
  • Perform and support tradeoff studies and assessments for both new construction and in-service efforts.
  • Interface with system or program contractors, vendors, and Government representatives regarding the cost, schedule, and technical aspects of ship production.
  • Perform ship construction contract cost estimating functions working closely with Government Program Office staff, other Government organizations, and vendors as needed.
  • Review and validate parametric estimating tools and analysis and historical cost data.
  • Assist the Government in monitoring and analyzing contractor cost and schedule performance reports.
  • Apply various cost estimating methods and analyses to prepare EAC.
  • Conduct and document ship construction contract risk analyses to provide overall risk determinations and assess probability of performance within cost, schedule, and technical performance parameters.
  • Review and direct the preparation of technical analyses, reports, change proposals, and other program and technical documentation.


Qualifications & Clearance Requirements: 

Education, Work Experience, Skills and Clearance Requirements:

  • Bachelor's degree OR high school diploma or equivalent and equivalent experience in lieu of degree.
  • Minimum of five (5) years of relevant experience.
  • NAVSEA experience.
  • Proficient in Excel and PowerPoint.
  • Secret security clearance verifiable in JPAS prior to start date.


  • Experience with Earned Value Management.
