The Integrated Logistics Support Specialist will provide support for the development and maintenance of the Integrated Logistics Support (ILS) products during the acquisition and sustainment phases of the Combined IAMD & ASW Training (CIAT) program. The candidate will provide configuration status accounting of the CIAT facilities including system, uninterruptable power supply (UPS), and environmental equipment; procurement of initial outfitting material such as tools, test equipment and system spares; and administration and maintenance of the CIAT data/information hosted by the Integrated Product Data Management website

This position description is only meant to be a representative summary of the major responsibilities and accountabilities performed by the incumbents of this position.  The incumbents may be requested to perform position-related tasks other than those stated in this description.

Duties and Responsibilities:

  • For each system upgrade as defined by the CIAT Integrated Master Schedule, perform a supportability analysis as defined below for the purpose of ensuring supportability and maintainability data are captured and considered in the ILS product support documentation. All logistics support items and resources shall be documented in the required ILS summaries on iPDM The Contractor participate in system engineering and supportability IPTs and working groups (WGs) as needed in support of this tasks.
    • Level of Repair Analysis (LORA)
    • Maintenance Task Analysis (MTA)
    • Preventive Maintenance Analysis (PMA)
    • Support Item Analysis
  • Perform the tasks necessary to ensure the system is properly supported by maintaining the ILS products and data associated with each and the Statement of Work. Specifically, the following ILS elements shall be considered to be applicable to this task: design interface, technical data, maintenance planning, supply support, support equipment and training. For ILS products developed by 3rd parties, the contractor shall acquire available documentation and determine incomplete or missing material from a total CIAT support perspective.
  • Develop and/or maintain training material (schedule, outline, and training content) for site-specific operator/maintainer training events as defined in the CIAT Integrated Master Schedule. Format shall be in Contractor format which meets training objectives and purpose.
  • Sustainment Engineering: The Contractor shall provide updates to the User's Logistics Support Summaries (ULSSs), and the Life Cycle Sustainment Plan (LCSP). The Contractor shall perform the CIAT supply support functions of inventory management, part inventory search, and obsolescence monitoring and mitigation to ensure adequate parts are available to meet system availability requirements.
  • The Contractor shall be proficient with Integrated Product Data Management (iPDM) web application (https://ipdm.navy.mil) for the purposes of maintaining the CIAT site configurations, document repository, spares, tracking obsolescence issues, part failures, and other areas associated with training site maintenance. Contractor shall develop a iPDM Handbook for CIAT which defines how iPDM is tailored for CIAT and defines how capabilities like failure reporting is accomplished with iPDM
  • The Contractor shall maintain site hardware, software, and logistics configurations in iPDM for each CIAT training site as defined in the CIAT product baselines and site specific environmental or power equipment audits. The Contractor shall ensure the integrity of data such as documents, drawings, validation fields, and other artifacts in order to ensure iPDM contains relevant and up-to-date information.

Qualifications:

  • Eight years of professional experience in Navy Integrated Logistics Support and System Life Cycle Support areas of the DoD/Navy Integrated Logistics Support System.
  • Knowledge of DoD/Navy ILS systems, directives, policies, and standards.
  • Four years of professional experience must be full-time specialized experience in logistics engineering development including experience in the development, fleet introduction, installation, test, operation, and life cycle support of a major shipboard system.
  • Specialized experience shall include each of the following Navy ILS components in support of a major shipboard system
    • Maintenance Planning
    • Manpower, Personnel, & Training
    • Supply Support
    • Test Equipment Support
    • Technical Logistical Data
    • Packaging, Handling, Storage, & Transportation
    • Design & Installation
