Responsibilities

The Business Financial Management (BFM) Task Lead will be responsible for the following:

  1. Apply expert knowledge of DoD Programming, Planning, Budgeting and Execution (PPBE) for a Surface Combatant program/project office with emphasis upon program planning, budget preparation and justification, and funds execution.
  2. Lead a team across multiple sites to provide direct support to the Navy program Business and Financial Branch Head.
  3. Utilize experience in leading or supporting budget and planning efforts for a major NAVSEA program.
  4. Assist senior leadership in prioritization and planning to support critical funding needs and develop briefing material to summarize shortfalls.
  5. Support government BFM organization with leadership-level actions.
  6. Apply knowledge to support the Navy's use of DoD financial accounting systems, including PBIS, NAVSEA Headquarters System, STARS, ERP, and the MOCAS system.
  7. Apply knowledge in supporting the Navy's development of financial documentation with emphasis on SCN.
  8. Lead team in preparing acquisition reporting including Selected Acquisition Report (SAR), Department Acquisition Executive Report (DAES), and Acquisition Program Baselines (APBs).
  9. Support the Navy business, financial, and acquisition reporting data information systems and documents in support of Budget Execution, Budget Development and Defense, Accounting Reconciliation, and Acquisition Reporting.
  10. Establish and manage processes to develop and update business, financial, and acquisition reports.
  11. Lead efforts to maintain financial status, historical records, reports, and assessments to identify program resource shortfalls, obligations, and expenditures.
  12. Assist in developing and defending budget resource requirements and QA of all documentation delivered to customers.

Qualifications & Clearance Requirements 

Education, Work Experience, Skills, and Clearance Requirements:  

  1. Bachelor's degree in Business, Finance, Financial Management, or Accounting OR a high school diploma or equivalent and at least 10 years of demonstrated in-depth experience and specialized knowledge in the field in lieu of a degree.
  2. Seven (7) years of experience directly related to supporting DoD PPBE for a Surface Combatant program/project office with emphasis on program planning, budget preparation and justification, and funds execution.
  3. Demonstrated knowledge in acquisition documents of Selected Acquisition Report (SAR), Department Acquisition Executive Report (DAES), and Acquisition Program Baselines (APBs).
  4. Ability to assist senior leadership in prioritization and planning to support critical funding needs and develop briefing material to summarize shortfalls.
  5. Experience leading or supporting budget and planning efforts for a major NAVSEA program.
  6. Possess a strategic understanding of business and financial management, in order to support government BFM organization with leadership-level actions.
  7. Active Secret security clearance verifiable in JPAS.
