The Earned Value Management Analyst will support the DDG 51 Shipbuilding program and will be responsible for the following:

  1. Apply knowledge of EVM and shipbuilder EV systems and production processes to execute reviews, independently perform analysis and monitor EV performance data, and concisely brief senior staff.
  2. Apply knowledge of the EVM Industry Standard from the OSD / DoD EVM guidelines, such as the ANSI / EIA 748-A and metrics identified by the DAU Gold Card.
  3. Apply knowledge of EVM software, such as wInsight.
  4. Prepare reports on IMS Schedule Risk Assessments. Highlight critical or in jeopardy items. Provide technical inputs relating to IMS performance requirements. Provide analyses and metrics relating to schedule change impacts to show out of sequence work.
  5. Perform analysis and review of CPR, CFSR, IMS, and CSDRs and other contractor submitted reports. Perform, plan, conduct, and document EVM System reviews and assist in the resolution of cited issues and deficiencies.
  6. Analyze shipbuilder price to Government, including an affordability assessment based on PM, SUPSHIP(s), and Independent and Contractor EACs.
  7. Assess and report on contractor annual and quarterly filings with the SEC.
  8. Assist the Government in monitoring and analyzing contractor cost and schedule performance reports.
  9. Apply various cost estimating methods and analyses to prepare EAC.
  10. Identify shipbuilder resource risks.
  11. Analyze and report on future shipbuilder resource requirements at the shipbuilder's trade level.
  12. Analyze shipbuilder forward pricing rates.
  13. Identify cost risk and Program impacts associated with forward pricing rates.
  14. Provide cost analysis and cost estimating engineering services and program support to Navy shipbuilding programs.
  15. Apply knowledge of shipbuilder production processes, shipyard resources, and reporting methods to perform cost engineering and cost estimating functions.
  16. Perform and support tradeoff studies and assessments for both new construction and in-service efforts.

Qualifications & Clearance Requirements 

Education, Work Experience, Skills, and Clearance Requirements:  

  1. Bachelor's degree and a minimum of five (5) years of relevant experience OR a high school diploma or equivalent and a minimum of seven (7) years of relevant experience in lieu of degree.
  2. Active Secret security clearance verifiable in JPAS prior to start date.
