Commander, Naval Surface Forces Pacific (CNSP) and Afloat Training Group Pacific (ATGPAC) are responsible for the training and certification of all ships in the Pacific Fleet. Requirements are continually evolving and expanding, requiring increased manpower and flexibility. There is a substantial requirement to improve reliability and productivity of Commander Naval Surface Force Pacific and Afloat Training Group Pacific in San Diego.

Responsibilities

The Senior Documentation Specialist supporting the N7 Department of CNSP will be responsible for: 

  • Collecting, evaluating, and analyzing various levels of data, ensuring traceability to requirements at all levels, documenting findings and/or providing recommendations or alternatives.
  • Employing procedures, methods, and tools to identify, represent, and formally assess important aspects of options available to assist in making the best possible decision.
  • Decision analysis activities that provide the basis for evaluating all possible alternatives that will aide in making the optimum decision within specified selection criteria constraints.   This task includes:
    • Identification of alternatives to requirements.
    • Generating reports that support the Decision Analysis task. Reports include market research, trade studies, system analysis, trade-off analysis, supportability analysis, risk analysis and operational lessons learned.
    • Reviewing the latest mission area data for ships in the Basic Phase by utilizing the TORIS Master Scheduling Plan (MSP) database, FLEETVIEW, and End-of-Mission Report (EOMR) Repository and producing weekly quality assurance reports tracking Repetitive Exercise (RE) proficiency, Certifications held in abeyance, and SOP deviations for Certification and Non-certification events.
  • Planning, coordinating, facilitating, and conducting various levels of data collection and analysis efforts associated with various evolutions.
  • Providing data analysis for system data extraction to assure conformance to requirements.
  • Providing feedback on Basic Phase Training Plans and Basic Phase Training Change and Risk Reports of Pacific Fleet ships in training.
  • Analyzing operational and maintenance performance data.
  • Collecting and analyzing historical data and metrics.
  • Performing annual Process Improvement analysis for ATG to design and implement certification solutions to support training related missions, functions, goals, objectives and strategies of the Navy's Surface Forces.
  • Providing quarterly feedback regarding improving the integration of readiness planning, reporting, risk management, and execution; clarifying accountability of force-wide efficient use of resources; promoting enhanced coordination and collaboration among stakeholders in mission effectiveness; and streamlining decision making.
  • Reviewing and recommending changes to data collection and research in training processes and future training improvements.

Qualifications & Clearance Requirements

  • Eight years of professional experience developing, reviewing, and/or producing DoD-related technical and operational documentation.
  • Must be familiar with Government standards, practices, and procedures.
  • Must have an active SECRET clearance.
