Responsibilities and Job Functions:

The Junior Contract Analyst will report to the Contracts Manager and perform a range of contract functions in support of procurement efforts. Work is primarily related to contracts for professional services within the CONUS. Functions of this position include, but are not necessarily limited to, the following:

  1. Perform contract administration functions, handling a variety of actions and problems relating to assigned contracts.  Support company's contracts, subcontracts, and procurement activities in support of U.S Government customers.
  2. Interface with customers to build and sustain business relationships and ensure delivery of products and services in accordance with contract and subcontract requirements.
  3. Provide overall support on multiple projects, coordinate with crossfunctional teams, and support the contracts team to accomplish objectives and goals
  4. Assist in planning and supporting successful contract and subcontract negotiations and achieve targeted financial terms as well as favorable terms and conditions to assist in meeting profit and cash goals.
  5. Assist in executing an effective contract, subcontract and procurement compliance program that ensures compliance with all legal, regulatory, and contract requirements.
  6. Develop and maintain professional knowledge of FAR, DFARS and other legal and regulatory requirements applicable to U.S Government contracting.
  7. Maintain working knowledge of company practices and policies and governing customer acquisition requirements.
  8. Coordinate with Finance to manage contract billing, contract performance, and financial reporting for contract deliverables. Assist accounts payable with invoice approvals and accuracy.
  9. Maintain all contract files in compliance with corporate values, policies, procedures, and practices.
  10. Assist in reviewing and handling nondisclosure agreements, teaming agreements, compliance forms, etc.
  11. Support with preparing and sending quotes; preparing and reviewing contracts.
  12. Track and maintain Sayres Contracts Representations and Certification documentation to ensure compliancy.
  13. Support and maintain contract close-out activities.
  14. Support proposal pricing activities, to ensure compliance and documentation consistent with the Sayres estimating system.
  15. Organize material according to Company practices and terminology. Prepares cost proposal summaries for incorporation into proposals; provides Contract Manager and Proposal Managers with information needed for the other parts of the Proposal. Work with subcontract administrators to procure subcontractor pricing.
  16. Review inputs to ensure proposal is responsive to the RFP and conforms to our estimating system, company policy and government regulations. Ensures proposal materials meet Company standards and constitute a compliant package.
  17. Perform quality assurance review to ensure that all proposal actions relative to pricing are comprehensive, complete and responsive.
  18. Coordinate the preparation, publication and distribution of pricing data to management and contracts administrators.
  19. Collaborate on the determination of cost proposal policies, standards and procedures and any updates to the estimating system.
  20. Create and maintain Contractual tracking spreadsheets for a variety of company uses, such as Security, Business Development, Contracts, and Finance.
  21. Support Contracts Manager in both Contractual and Financial audits and fact-finding sessions.
  22. Available to work as needed for deadline sensitive activities.
  23. Perform other related duties as assigned.

 

Minimum Education, Skills and Experience:

  1. High school diploma or equivalent.
  2. Able to quickly learn and apply knowledge.
  3. Advanced Excel skills.
  4. Effective communication skills, both oral and written.
  5. Effective interpersonal skills with the ability to engage with all levels of employees within the organization.
  6. Attention to detail paramount due to the nature of the work.
  7. Ability to work in a fast-paced environment.
  8. Long distance travel not anticipated.

 

Preferred:

 Bachelor's degree.
