The Senior Systems Engineer will be assigned as the Consolidated Afloat Network and Enterprise Services (CANES) CG/LSD Platform Lead in support of PEO C4I, PMW 160.

He/she will be responsible for technical design and management, including all project tasks, schedules, and deliverables in support of the CG/LSD project.

This position requires interfacing with other system owner engineering teams within and outside PEO C4I / SPAWAR. The individual will represent PMW 160 interests and liaise between PEO C4I and numerous other stakeholders concerning PEO C4I policies, network design, configuration and certification, installation and integration challenges, procurements and Integrated Logistics Support (ILS).

Duties and Responsibilities:

Technical/Engineering Management

  • Plan, coordinate and execute engineering strategy for project.
  • Review technical design documentation and provide design recommendations.
  • Manage SPAWAR SETR and ECR requirements with PMW 160 Assistant Program Manager - Engineering (APM-E) as appropriate.
  • Coordinate, track and report on all aspects of engineering strategy (i.e. Government Deliverable Requirements List (GDRL) status, Requirements Review Board (RQRB), System Engineering Technical Review (SETR), and Engineering Change Request (ECR) progress, etc.).
  • Responsible for Configuration Management of baseline technical documentation ensuring alignment in required databases (i.e., CMPRO).
  • Coordinate cyber security requirements as defined by GOVT leadership (i.e. Risk Mitigation Framework (RMF) controls, process).
  • Coordinate and provide oversight of all integration and testing requirements (i.e. System Integration Test (SIT) events, etc.).
  • Coordinate and manage technical Application Integration and other system integration requirements (e.g. ADNS) as needed with appropriate PEO C4I program offices.

Execution Management

  • Develop and manage Statement of Work (SOW) deliverables defining the CG/LSD project during each phase (as applicable).
  • Coordinate and manage cost model (i.e. estimate, 7300, etc.), spend plan, and project Integrated Master Schedule (IMS).
  • Coordinate and manage acquisition requirements for Program of Record (POR)-like approach as defined by GOVT leadership.
  • Function as liaison with PMW 160 Functional Area leads (Integrated Logistics Support (ILS), training, Business Financial Manager (BFM), Information Assurance (IA), etc.).
  • Coordinate and manage execution strategy while incorporating agile processes to address schedule and cost risks.
  • Coordinate and manage Program Objective Memorandum (POM) for project as defined by GOVT leadership.
  • Coordinate sustainment (i.e. tech refresh, sustainment, help desk, etc) strategy.
  • Plan, coordinate, and execute project briefs for internal and external customer as defined by GOVT leadership.
  • Identify/manage/mitigate risks/issues.


  • Coordinate, execute and manage production/installation strategy as defined by GOVT leadership.
  • Track and report delivery, installation and System Operation Verification Test (SOVT) requirements as appropriate.

Basic Qualifications:

  • 2-5 years of experience working with PMW 160 OCF projects, PMW 760, and/or PMS 407.
  • 3-5 years of senior, Navy tactical network engineering, specifically hypervisor, switching, and routing (CANES/AI engineering experience is a plus).
  • 3-5 years of Navy Systems Command, Acquisition/Integration Program Office experience.
  • 3-5 years of software installation/SOVT knowledge (SW install/SOVT experience a plus).
  • **6 years of engineering experience (Information System, Network Data Centers, and/or C4I Infrastructure) for Defense industry/Department of the Navy or comparable Government Agency.
  • **Bachelors of Science degree in Engineering, Computer Science, Mathematics, or Physical Science.
  • MCSE/CCNA Certification desired.
  • Advanced understanding and application of Navy tactical networks design and integration (ISNS acceptable, CANES a plus).
  • Understanding of the System Engineering Technical Review (SETR) process.
  • Understanding of Risk Management Framework (RMF) process.
  • Understanding of Department of Defense Acquisition Life Cycle Strategy.
  • Experience developing cost estimate with Basis of Estimate (BOEs) for network systems.
  • Basic understanding of PMW 160 Application Integration process.
  • Basic understanding of ship and shore-based Navy Communications and Network Infrastructure systems.
  • Secret clearance required.
  • Excellent verbal and written communication skills.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Visio and MS Project is desired.
  • ~10-15% travel required.
