Responsibilities

The Program Analyst will be responsible for the following

  1. Provide professional support services to the DDG 51 Class Destroyer, Procurement Branch, of the PMS 400D Program Office located at the Washington, DC Navy Yard.
  2. Provide analytical, management, and strategic support for program planning and execution.
  3. Participate in frequent and primary customer interaction.
  4. Work as a team to accomplish group goals.
  5. Apply fact-finding and investigative techniques.
  6. Apply expertise in analyzing program cost, schedule, and technical data to develop draft inputs to reporting.
  7. Research, accumulate, and analyze data to prepare draft correspondence, white papers, briefings, and reports in response to external queries.
  8. Support Program Office acquisitions in accordance with DoD 5000 (Operation of the Defense Acquisition System) and the associated statutory and regulatory requirements of ACAT I programs.
  9. Provide expertise in analyzing, assessing, and developing inputs to executive level briefs.
  10. Provide executive level liaison with senior Navy and DoD personnel.
  11. Utilize sound configuration management to maintain program office documentation archives.
  12. Utilize knowledge of RFP development, proposal reviews, and Award Fee / Incentive Fee evaluations.
  13. Coordinate office operations including management of records, schedules, correspondence, long-term planning, deliverable tracking, task management, and assistance in developing milestones and objectives.
  14. Develop products, processes, procedures, and management plans for program office operations and make recommendations for process improvement.
  15. Support PMS 400D program on-site at the Washington Navy Yard/Naval Sea Systems Command (NAVSEA), as required.

 

Qualifications & Clearance Requirements

Education, Work Experience, Skills, and Clearance Requirements:

  1. Bachelor's degree OR high school diploma or equivalent combined with equivalent experience in lieu of degree.
  2. Minimum of five (5) years of technical experience in related discipline.
  3. Expert knowledge of Microsoft Office Suite.
  4. Ability to produce quality products and to communicate effectively both orally and in writing.
  5. Strong organizational and time management skills and the ability to prioritize and perform multiple tasks simultaneously.
  6. Self-motivated with strong problem solving skills.
  7. Exceptional attention to detail.
  8. Ability to effectively work independently and as part of a team.
  9. Active Secret security clearance verifiable in JPAS.

Highly Desired:

  1. Minimum five (5) years of experience in DoD acquisition or program office support.
  2. Experience directly supporting DoD front office operations.
  3. Expertise working with Microsoft Power Point, Word, Excel, Outlook, Project, and Access.

Preferred:

  1. Minimum of five (5) years supporting NAVSEA Shipbuilding / Acquisition programs.
  2. Knowledge of DOD 5000 acquisition and program management.
