Responsibilities

The Junior Financial Analyst will be responsible for the following:

  1. Apply knowledge of DoD/USMC financial appropriations and appropriation law.
  2. Operate financial management systems such as: Invoicing, Receipt, and Acceptance and Property Transfer (iRAPT), SABRS, NHS, Cerberus, and A-FID.
  3. Support financial execution and status reconciliation by creating funding documents through the use of PR Builder, SABRS, SMARTS, and A-FID.
  4. Analyze, reconcile, and provide financial reporting for all commitments, obligations, expenditures, Unliquidated Obligations (ULOs), and Negative Unliquidated Obligations (NULOs).
  5. Provide assistance in the preparation of obligation phasing and spend plans.
  6. Update and maintain the internal A-FID FM system for all financial data that is executed and provide responses to queries and reports as required.
  7. Perform detailed tracking and reporting of financial data in response to the DoD Financial Management Regulation (FMR) mandated Tri-Annual Review (TAR).
  8. Respond to internal and external requests for program information; provide detailed reports regarding the financial status of the program.
  9. Review, monitor, and assist the Financial Manager in determining the funds are executed properly; monitor expenditures to ensure that financial accounts are balanced.
  10. Follow internal guidelines and business processes that relate to day-to-day operations and financial management support.  


Qualifications & Clearance Requirements 

Education, Work Experience, Skills, and Clearance Requirements:  

  1. Bachelor's degree in related field and a minimum of three (3) years of related professional experience OR a high school diploma or equivalent with a minimum of five (5) years of related professional experience in lieu of the degree.
  2. Proficient in MS Office applications including Word, PowerPoint, Excel, and Access.
  3. Ability to use financial management systems such as: Invoicing, Receipt, and Acceptance and Property Transfer (iRAPT), SABRS, NHS, Cerberus, and A-FID.
  4. Ability to follow internal guidelines and business processes that relate to day-to-day operations and financial management support.
  5. Effective communication skills, both verbal and written.
  6. Strong interpersonal skills.
  7. Must be detail oriented and organized.
  8. Ability to pass a background check associated with obtaining a Government issued CAC.
  9. Ability to obtain a Secret level security clearance.

Preferred:  

Experience with DoD acquisition in the Planning, Programming, Budgeting, and Execution (PBBE) process with a major defense acquisition program.
