Duties and responsibilities

The candidate will provide Commander, Naval Surface Pacific (COMNAVSURFPAC) staff with engineering and technical, non-personal support services to execute the Maintenance and Material Management (3M) Program on all designated surface ships and their respective crews in the Pacific Fleet operating area. The contractor shall provide staff support for the development of maintenance policy of "O", "I" and "D" level maintenance programs and assist in the management of maintenance databases with their interfaces within material and technical databases.

Specific responsibilities include:

  • Coordinates with the Maintenance and Material Management (3M) center's staff in execution of Commander Naval Surface Pacific (COMNAVSURFPAC) 3M program for all Naval Surface Force assets worldwide.
  • Provides interface and database support for 3M maintenance and logistics databases.
  • Provides oversight to the Integrated Class Maintenance Plans (ICMPs), repair standards and guidance documents, Quality Assurance (QA) program as they relate to shipboard and shore preventive maintenance.
  • Reviews all COMNAVSURFPAC bulk loads to ensure that all work candidates/notifications from INSURV, SURFMEPP, C5RA, and various outside inspection teams are valid and correct prior to loading into command databases for brokering and execution.
  • Provides coordination to all CNSP 3M Coordinators on board DDG, CG, LHA/LHD/ LPD/LCC, LCS, MCM/PC and shore based units.
  • Provides DDG 1000 Maintenance Manager Support.

Qualifications & Clearance Requirements

Five years' experience in each area with SURFOR's Material, Maintenance and Management (3M) Program to include:

  • SKED 3.2 experience a must.
  • Screening, reviewing, and processing of Bulk upload files provided by various entities, this includes the ability to resolve problems associated with incomplete loads prior to uploading to a ship's CSMP.
  • Monitoring ship PMS assessments, documenting all findings about the unit and assessment team performance.
  • Completing up-lines, downloads and management of Revised Alternative Dataflow Web (RADWEB).
  • Screening and processing Planned Maintenance Feedback Reports.
  • Providing guidance with development thru processing of Advanced Change Notice (ACN).
  • Providing inputs to the staff in the development of policy papers and 3M instructions.
  • 5 years' experience in shipboard or ship repair facility experience in material, management and maintenance data system interface for shipboard HM&E/Combat Systems.
  • Secret Clearance verifiable in JPAS.
