Responsibilities

The Financial Analyst will support the DDG 51 Shipbuilding Program and will be responsible for the following:

Apply expert knowledge of Navy accounting, finance, budgeting, execution and reporting, and data information systems to provide financial management support in one or more of the following areas:  Budget Execution, Budget Development and Defense, Contract Management, Acquisition Reporting, and Accounting Reconciliation.

Provide and perform analytical support by performing one or more of the following:

  1. Prepare funding execution documents and track through acceptance.
  2. Monitor accurate recordings in Navy systems.
  3. Maintain financial status and history records.
  4. Develop and defend budget resource requirements.
  5. Participate, develop, track, and report the Government/Contractor Furnished Equipment financial data.
  6. Assist in business and financial services for the Legacy and ERP systems plan, and execute and report efforts of SCN, RDT&E, OMN, OPN, and FMS appropriations.
  7. Execute updates and track weekly funding documents, financial status funds reports, and provide financial inputs to Monthly reports.
  8. Assist in the reconciliation of financial transactions in STARS, ERP and Paying Office records and recommend corrective actions.
  9. Prepare supporting data to justify required corrections.
  10. Identify and report upon closing appropriations and assist in mitigating unliquidated balances for these accounts.
  11. Analyze Contractor and Government records to identify and assess impact of contract cost growth.
  12. Maintain detailed records and track the contract and contract financial metrics.
  13. Monitor program cost, schedule, and technical performance.
  14. Assist in ERP WBS/Project Structure (WBS) budget structures and maintenance, cost planning, executing and reporting, and ERP database maintenance.
  15. Conduct research and provide subject matter expertise as requested to identify accounting system errors.
  16. Apply knowledge and experience for evolving ERP implementation.

 

Qualifications & Clearance Requirements 

Education, Work Experience, Skills and Clearance Requirements:

  1. Bachelor's degree OR high school diploma or equivalent AND equivalent experience in lieu of degree.
  2. Minimum of five (5) years of relevant experience.
  3. Secret security clearance verifiable in JPAS.

Preferred:

        ACAT I, Multi-Year Procurement, and SCN expertise.
