Responsibilities

The Senior Financial Analyst will be responsible for the following:

  1. Apply knowledge of DoD/USMC financial appropriations and appropriation law.
  2. Operate financial management systems such as: Invoicing, Receipt, and Acceptance and Property Transfer (iRAPT), SABRS/SMARTS, NHS/Cerberus, and PR Builder.
  3. Support financial execution and status reconciliation of all program appropriations and related funding documents through the use of PR Builder, SABRS/SMARTS, and Cerberus.
  4. Analyze, reconcile, and provide financial reporting for all commitments, obligations, expenditures, Unliquidated Obligations (ULOs), and Negative Unliquidated Obligations (NULOs).
  5. Provide assistance in the preparation and maintenance of obligation phasing and spend plans, briefings, presentations, and task planning reviews.
  6. Update Cerberus for all financial data that is executed and provide responses to queries and reports as required.
  7. Perform detailed tracking and reporting of financial data in response to the DoD Financial Management Regulation (FMR) mandated Dormant Account Review - Quarterly (DAR-Q).
  8. Respond to internal and external inquiries and requests for program information; provide detailed reports regarding the financial status of the program.
  9. Review, monitor, and assist the Program Officer to confirm funds are executed properly; monitor expenditures, to ensure that financial accounts are balanced.
  10. Prepare briefing slides, reports, and analytical data as required.
  11. Follow internal guidelines and business processes that relate to day-to-day operations and financial management support.
  12. May be responsible for directing the work of other financial analysts.  


Qualifications & Clearance Requirements 

Education, Work Experience, Skills, and Clearance Requirements:  

  1. Bachelor's degree in related field and a minimum of five (5) years of related professional experience OR a high school diploma or equivalent with a minimum of 10 years of related professional experience in lieu of the degree.
  2. Experience with DoD acquisition in the Planning, Programming, Budgeting, and Execution (PBBE) process with a major defense acquisition program.
  3. Knowledge of Marine Corps financial processes, DoD appropriation law, and information management and accounting systems.
  4. Extensive knowledge of DoD/USMC financial appropriations and appropriation law.
  5. Ability to use financial management systems such as: Invoicing, Receipt, and Acceptance and Property Transfer (iRAPT), SABRS/SMARTS, NHS/Cerberus, and PR Builder.
  6. Ability to follow internal guidelines and business processes that relate to day-to-day operations and financial management support.
  7. Proficient in MS Office applications including Word, PowerPoint, Excel, and Access.
  8. Ability to work independently and in a team environment.
  9. Effective communication skills, both verbal and written.
  10. Must be detail oriented and organized.
  11. Ability to obtain a Secret level security clearance.
